Zoning Issues

There are several Zoning Chapters being amended and some new ones on the way as well.  The Zoning & Planning board has been meeting additional dates outside of their regularly scheduled 3rd Thursday of the month.  Their next meeting is 11/20 at 6:30PM held at City Hall, 206 S. NOTICE is hereby given of a PUBLIC HEARING to be held before the Three Forks Zoning and Planning Board on Thursday, November 20, 2025, at 6:30 P.M. at City Hall, 206 S. Main Street, Three Forks, Montana.

Whitney Taylor has made an application for a Conditional Use Permit for the property located at Block 10A, Lots 1, of the Headwaters Addition, commonly known as 115 S Kansas St.  Said request is for approval to operate a dog training facility (Shadow Paws) within the Residential zoning.

The CITY COUNCIL will conduct a PUBLIC HEARING on Tuesday, December 9, 2025, at 6:00 P.M., and act on the recommendation of the Zoning & Planning Board. 

At each PUBLIC HEARING, TESTIMONY will be taken in support of and in opposition to this request.  Written testimony is also acceptable and may be sent to PO Box 187, Three Forks, MT 59752 or ksmith@threeforksmontana.us.

City Council Public Hearings

The Three Forks City Council will hold public hearings on November 13, 2025, at 6:00PM to consider the following items:

  • Second Reading of an Ordinance Amending Title 6, Chapter 4A, Section to Reduce the Required Neighbor Notice from 300-feet to 150-feet for Additional Dog Permit Applications

  • Second Reading of the following Zoning Ordinances is yet to be set, knowing the existing numbering will be affected until all chapters are adopted:
    • Title 11 Zoning Regulations, Chapter 1: Purpose – Authority – Jurisdiction – Basic Principles
    • Title 11 Zoning Regulations, Chapter 2: Vested Rights – Nonconforming Lots, Uses, Structures
    • Title 11 Zoning Regulations, Chapter 3 Zoning Districts; Boundaries with Chapter 3: Actors in the Administration of these Regulations
    • Title 11 Zoning Regulations, Chapter 5 Agricultural Districts with Chapter 5: Zoning Permit Procedures
    • Title 11 Zoning Regulations, Chapter 7: Appeals and Variance Procedures

These hearings will be held at City Hall located at 206 S. Main Street, Three Forks, Montana.  The drafts may all be found on our website at www.threeforksmontana.us/public-notices.

Council Seat Vacant

We have one vacant Council seat due to not enough folks filing for the elected positions available.  This appointment would complete the remainder of a four-year term, so be for two years, expiring on December 31, 2027.  When vacancies exist outside of the election process, the City defaults to the process as defined in the City Charter:

Section 2.09 Filling Vacancy on Council

When a vacancy occurs in the office of council member, the position shall be considered open and subject to nomination and election at the next general municipal election, except the term of office shall be limited to the unexpired term of the person who originally created the vacancy.  Pending such election and qualification the council shall appoint by the affirmative vote of four council members, a person possessing the qualifications for office required by law and this Charter, within 30 days of the vacancy to hold the office until the successor is elected and qualified.

Qualifications for Office:

Every resident of the City of Three Forks who is 18 years of age or older, a citizen of Montana and a qualified elector pursuant to Article IV, Section 2 of the Montana Constitution, and §7-4-4401, MCA is eligible to hold the office of council member.

Interested candidates shall submit a letter stating their interest to the City Clerk at cturner@threeforksmontana.us or via mail or hand delivery to City Hall (206 Main Street / PO Box 187, Three Forks, MT 59752).  Listing any additional details about yourself you think make you a great candidate would be appreciated but are not required.  Letters of interest will be accepted for 30 days, and are due by November 25, 2025.

Appointment of this vacancy is scheduled for 6PM on November 25, 2025, and will be continued to a future hearing if no appointment occurs on said date.

INVITATION TO BID

Separate sealed bids for construction of the City of Three Forks Municipal Wells – Electrical Project will be received and accepted via the online electronic bid service through QuestCDN vBid online bidding, or sealed paper copy by City of Three Forks at Great West Engineering’s office at 250 Helen P. Clark Street, Helena, MT 59601 until 3:00 pm local time on November 18, 2025and then publicly opened and read aloud.  Bidders may join the bid opening via in person or Microsoft Teams at the following link: https://bit.ly/43LY5FU or by phone: (406) 247-0445 ID631184749.

The project consists of furnishing and installing the electrical components to complete the City’s newly constructed wellhouse per the electrical design including installation of City purchased natural gas generator(s). Work also includes control system upgrades to connect the new infrastructure to the existing SCADA system (control panels, PLSc, radio communications, etc.).

Bidders will be charged a fee of $42.00 to submit a bid electronically.

Paper copies of the contract documents, consisting of half size Drawings and Project Manual, may be examined or obtained at the office of Great West Engineering, Inc., located at 2501 Belt View Drive, Helena, MT 59601, phone 406-449-8627 in accordance with Article 2.1 of Instructions to Bidders.  There is a required fee of $110 per set, which is not refundable. In addition, the Drawings and Project Manual may also be examined at the following locations:

There will not be a Pre-Bid Conference; Contractors shall submit all questions in writing to the Engineer.

Contractor and any of the Contractor’s Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI).  Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011.  Information on registration can be obtained by calling (406) 444-7734.  All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by State Prevailing Wages. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to City of Three Forks, in an amount not less than ten percent (10%) of the total amount of the bid.  Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount.  Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided.

This project is funded in part or in whole with grant/loan funding from MCEP, ARPA, and City funds.

Award of the project will be contingent upon receiving funding and award concurrence from MCEP and ARPA.  Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner.

All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than 5:00 pm local time on November 13, 2025.  Questions received after this date will not be answered.  Written comments may be submitted to Susan Hayes of Great West Engineering by mail at: 250 Helen P Clark Street, Helena, MT 59601 or email at: shayes@greatwesteng.com. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
