Zoning Issues

There are several Zoning Chapters being amended and some new ones on the way as well.  The Zoning & Planning board has been meeting additional dates outside of their regularly scheduled 3rd Thursday of the month.  Their next meeting is 7/22/2025 at 6:30PM at City Hall, 206 S. City Council Public Hearings

The Three Forks City Council will hold public hearings on June 10, 2025, and July 8, 2025, both at 6:00PM to hear a resolution of intent to increase the minimum (base) sewer and water rates by up to 10% and 15%, respectively.

The complete drafted resolution of intent is available here. The basics are that the City would like to accept Montana Coal Endowment Program grant funds for its ongoing water project, up to $625,000.  However, the average combined water and sewer rate must meet a minimum of $124/month; the City’s is currently $116/month.  This is roughly a $5/month increase in water base rate and $5/month increase in sewer base rate. Notice was mailed to every user of both the sewer and water systems, as well as to the Publuc Service Commission on 6/12/2025. Read resolution here.

The Three Forks City Council will hold a public hearing on June 10, 2025, at 6:00PM to consider a Resolution of Intent to Declare Certain Property as Surplus No Longer Necessary to Conduct City Business and Authorizing Its Sale or Disposal.  The hearing will be held at City Hall located at 206 S. Main Street, Three Forks, Montana.  The drafted resolution and list of equipment/vehicles may be found below. Bids will be accepted up to 5:00PM on 7/8/2025. The Council will hold a public hearings on July 8, 2025, to hear the first reading of the Revised Impact Fee Ordinance: Title 3, Chapter 6 of the Three Forks Municipal Code.

The Three Forks City Council will also hold a public hearing on July 8, 2025, to consider a Resolution to Adopt Revised Impact Fees for all new construction and changes of use for Fire, Water, Wastewater, Transportation, and Municipal Buildings.

The second reading of the Revised Impact Fee Ordinance is scheduled for August 12, 2025.

Water Main Replacement Project

Noticed the blue spray paint around the water mains on the east side of town? Well, that's for our upcoming water main replacement project.
The water distribution line improvements will occur on:
--2nd and 3rd Avenues E between E Elm and E Neal,
--4th Avenue E between E Elm and E Cedar, and
--E Elm, E Cedar, and E Ash Streets between 2nd and 4th Avenues E, and E Neal Street between E 2nd and 3rd Avenues E.
The project will replace all of the old cast iron mains with new PVC water mains on the avenues and will install new PVC water mains on the streets. The replacement of the lines will both help prevent water line leaks and also prevent the system’s fire flow capabilities. The project will also replace the service lines between the new main and curbstop (customer valve) for each customer along the way. The contractor is Emerine Contracting based out of Anaconda, MT. They are experienced with this type of work and are looking forward to a successful project.
Work began on April 14, 2025. There will be road closures related to the work, and the contractor will provide notices and signage to indicate where and when these closures will occur. If there are any interruptions to water service, the contractor is required to provide a minimum of 48 hour notice to all customers. It is their intent to have very few service interruptions.
The project will continue throughout the summer. As portions of the project are completed, the contractor will clean the area and prepare to pave the portion of the street which was disturbed. They will also replace any curb, gutter, and sidewalk that is disturbed as part of construction. The anticipated end date for the project is in September, with final cleanup continuing into October.
 
6/26/2025 Update: 
Work on 4th Avenue East is close to being finished. There is one more tie into the main the contractors will be working on. Water will be off from Ash Street to Cedar Street on 4th Avenue Thursday starting at noon. Estimated time without water is less than 8 hours. Property owners were directly notified by the contractor.
Next: 3rd Avenue East, from Cedar to Date Street will be worked on.
Next Monday or Tuesday the contractor will come back to finish up concrete on 4th Avenue East and cleanup in preparation for repaving. There will also be work on 2nd Avenue East to fix some of the valve boxes and cleanup prior to paving. Paving is scheduled for the week of July 7th.
