ZONING ISSUES:
There are several Zoning Chapters being amended and some new ones on the way as well. The Zoning & Planning board has been meeting additional dates outside of their regularly scheduled 3rd Thursday of the month. Their next meeting is 6/19/2025 at 6:30PM at City Hall, 206 S. CITY COUNCIL PUBLIC HEARINGS:
The Three Forks City Council will hold public hearings on May 13, 2025, and June 10, 2025, both at 6:00PM. The May meeting is for a first reading of two new Zoning Chapters: #22 Southeast Zoning District and #23 Landscaping. Both drafts are available on the City’s website at https://www.threeforksmontana.us/zoning-and-planning. The June meeting is scheduled for the second reading of these ordinances.
Written and verbal comments will be accepted at the hearings, or may be submitted via email to cturner@threeforksmontana.us or ksmith@threeforksmontana.us prior to the hearing (deadline of 5PM the day of each hearing).

The Three Forks City Council will hold public hearings on June 10, 2025, and July 8, 2025, both at 6:00PM to hear a resolution of intent to increase the minimum (base) sewer and water rates by up to 10% and 15%, respectively.
The complete drafted resolution of intent is available here. The basics are that the City would like to accept Montana Coal Endowment Program grant funds for its ongoing water project, up to $625,000. However, the average combined water and sewer rate must meet a minimum of $124/month; the City’s is currently $116/month. This is roughly a $5/month increase in water base rate and $5/month increase in sewer base rate. Read resolution here.

The Three Forks City Council will hold a public hearing on June 10, 2025, to consider the Adoption of a Resolution Accepting the April 2025 Amended Service Area Report and the Impact Fee Advisory Committee’s recommendation for updated Impact Fees for all new construction and changes in use for Fire, Water, Wastewater, Transportation, and Municipal Buildings. The draft Service Area Reports and IFAC’s recommendation is available on the City’s website at https://threeforks.municipalimpact.com/impact-fee-advisory-committee. (The Council intends to hold separate public meetings to update the ordinance regarding Title 3, Chapter 6 Impact Fees as well, which will be in a separate notice.) Read resolution here.

The Three Forks City Council will hold a public hearing on June 10, 2025, to hear a resolution calling for the 2025 General Election and notifying the Gallatin County Election Administrator of the City’s desire to conduct the Election by mail ballot, pursuant to 13-19-202, MCA. The Council will also consider cancelling the primary election if eligible, pursuant to 13-14-115, MCA. Read resolution here.

Trails Maintenance Request for Proposals

Request for Proposals
The City of Three Forks is seeking proposals from qualified firms or individuals for construction of the Headwaters Trail System “Crack Seal and Seal Coat - 2025”. Proposals shall be submitted to the City of Three Forks at the Office of the City Clerk, City of Three Forks, 206 Main Street, or P.O. Box 187, Three Forks, MT 59752 or via email to cturner@threeforksmontana.us no later than 2:00 p.m. local time on June 27th, 2025. The proposals will then be reviewed and a recommendation for award is scheduled for July 8th, 2025, at 6:00 p.m. during the City Council meeting at 206 Main Street, Three Forks, Montana.
The project for which the work under the service agreement may be whole or only a part is generally described as follows:
Crack seal and seal coat approximately 17,500 lineal feet of existing eight-foot-wide asphalt trail located along Jefferson Street and Talc Road in the City of Three Forks. Work also includes removal and replacement, asphalt patching, and asphalt overlay operations.

CONTRACTORS and any of the CONTRACTORS’ subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this project in accordance with 39-9-102 of Montana Code. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
The Contractor is required to be an Equal Opportunity Employer. Prevailing wage rates are required.
